In short, the report constitutes a full-blown commentary on the proposed statute text, and it is understood from the beginning that it will be used as such by the courts and other authorities that are to implement the proposed legislation. To quote a characteristic example, the Royal Commission report published in 1956 by the commission entrusted with the preparation of a new Copyright Act comprised a draft Bill consisting of some 70 clauses-most of them short-and a printed explanatory memorandum of600 pages.

Previous regulations on a special agency for the scrutiny of laws (the Council on Legislation), consisting of members of the Supreme Court and the highest administrative tribunal (the Supreme Administrative Court) were, in the main, retained.
